If NOTA wins, all candidates are out, new elections with new candidates have to be held. The downside may be increased costs with more elections.<br /><br />We also need to get rid of the electronic voting machines that have and will be manipulated. TN passed a law mandating verifiable paper ballots but the GOP now in power has kept it from being implemented. </em><br /><br />Various 'preference' systems include a 'none of the above'. Not all --but some! You can, likewise, vote for several candidates by RANKING them. the point of the article is not to push 'Borda' over others. The point is to raise awareness that 'winner take all' is NOT the only game in town, nor is it the best. Ideally, fewer or none will have no legitimate complaints if an when our voting 'systems' get at least reasonably close to reflecting the will of the people. Carter presided over greater job growth and GDP growth than that of ANY GOP prez since WWII he is rarely given credit for that. That --I believe is due to the fact that he was 1) from the South 2) he was Democratic and/or 'liberal'; 3) and, most importantly, he was successful.
